This rule won't be optimal for my 924S, but I can accept it because it's for the good of the entire class, which has always been the biggest guiding factor in my decision making.
I hope it's the same for you. Let's move forward and keep building it.

Question: If I route the intake hose somewhere other than the turn signal or fog light area, but it does not face forward, is that "ram air"? Would it be legal?

The rule reads that any ducting of external air to the intake system must come from the fog light or turn signal area. Keep it inside the engine bay, and you're OK.

Surely the stock intake in the wheel arch is also allowed!?

Of course! "Inside the body work" would have been more accurate than inside the engine bay.
